New Space Collaboration Agreements between ISRO and BRIN

On 19 March 2024, signing ceremony of Implementation Agreement on Transfer of Title of Integrated Biak Telemetry, Tracking and Command (TTC) Facilities and Implementing Arrangement on Operation, Maintenance and Utilisation of Integrated Biak Telemetry, Tracking and Command (TTC) Facilities for Satellites and Launch Vehicles between Indian Space Research Organisation (ISRO) and National Research and Innovation Agency (BRIN) took place at Jakarta, Indonesia.

2. The Agreement was signed in the presence of Dr. Laksana Tri Handoko, Chairman of BRIN and India’s Ambassador to Indonesia Mr. Sandeep Chakravorty. On this occasion, Ambassador remarked that presently India’s space sector is experiencing tremendous growth and activity and work on India's first human spaceflight program “Gaganyaan” is progressing rapidly towards completion in 2025. Astronauts for human space flight have already been selected and are undergoing rigorous training. While appreciating Indonesia’s advancement in both public and private sector space communications, he mentioned about India’s success in launching micro satellites and welcomed interest of Indonesia companies in this regard. He reiterated India’s desire to cooperate on Space with friendly countries. Dr. Handoko welcomed the signing of Implementation Agreements and hoped for continuous and ever- increasing cooperation between India and Indonesia’s space sector.

3. This collaboration marks a key milestone in strengthening bilateral cooperation between India and Indonesia after signing of the Inter-Governmental Framework Agreement on Cooperation in the Exploration and Uses of Outer Space for Peaceful Purposes, signed during the visit to Indonesia of Mr. Narendra Modi, Prime Minister of India in May 2018. The Framework Agreement provided for title transfer, including further operations and management of the TTC by ISRO. In addition, it provided support for launch services to Indonesian (satellites) every 5 (five) years and establishment of another ground station at Biak-3.

4. The first TTC station at Biak, was established in 1999. In 2002, both countries signed a broader MoU for space cooperation. The second TTC was established in 2005. With the signing of these agreements, India-Indonesia Space Cooperation is expected to intensify.
